The Clerk of Council is the oldest position in Savannah's City government with records dating back to 1787.

Savannah's Clerk of Council is Dyanne C. Reese, CMC. In 1991 she received her Certified Municipal Clerk designation. She is a member and Past-President of the Georgia Municipal Clerks and Finance Officers Association. She is a member of the International Institute of Municipal Clerks (IIMC) and currently serves on the IIMC Board of Directors. In 1994, she was named Georgia's "Clerk of the Year" and received from IIMC the " 2001 President Award of Merit". She was presented the "Quill Award" at the 2003 IIMC Annual Conference in Columbus, Ohio, May 19, 2003 for her significant and exemplary contribution to her community, state, IIMC and peers. In February, 2004 IIMC conferred her membership in the "Master Municipal Clerk Academy.

In May, 2006 at the IIMC Annual Conference in Anaheim, California, Dyanne was elected as Vice-President and will be sworn in as President in May, 2008 at the conference in Atlanta, GA. Dyanne is the first African American to be elected to this position and will be installed as their 50th President. Her term on the board ends in May, 2010.

Dyanne also serves on the Allocation Committee of United Way, the boards of Coastal Children's Advocacy Center and The Girl Scouts Council of Savannah. Her office is located on the first floor of City Hall on Bull Street at Bay Street. Dyanne can be contacted at (912) 651-6441.

The Clerk of Council maintains all records of City Council, such as Council minutes, Code of Ordinances, City contracts, cemetery deeds and boards, commissions and authorities. Citizens can petition City Council through the Clerk of Council. Petition requests include cemetery deed transfers, damage claims, purchases of property, and rezoning property. There is no fee to file a petition. The 2003 Edition of the Code of Ordinances is $250. The fee to rezone property is $170.00. There is a $.25 per page charge for copies.

You can register to vote in the Office of the Clerk of Council. The Clerk of Council also serves as the Election Superintendent for the City of Savannah. The City elections are held every four years. The next scheduled election is November 6, 2007. The Clerk of Council qualifies all candidates.

She is the liaison for the newly elected officials, coordinates the administration transition and inauguration. She is the Mayor and Aldermen coordinator for the City of Savannah Youth Council.
